Recently it is learned from Shenyang Customs that a bonded logistics centre will be established in Shenyang Offshore Economic Zone. Enterprises in Shenyang will only need to show their export invoices, declarations of goods and other documents to deal with duty drawback and duty exemption in accordance with the relevant provisions.

The only zone planning to apply for bonded logistics platform in the Northeast

According to a relevant person in charge of Shenyang Customs, the bonded logistics centre is a special site monitored by customs. The construction and planning work of bonded logistics centre (B-Type) includes such four phases as application, construction after approval, inspection and receipt, and putting into operation. Bonded Logistics Centre (B-Type) must be established in places meeting the following requirement: the site is near seaports, airports, and inland transportation hubs; it has large inland demand for international logistics; it is equipped with customs agencies and is easy for the customs to carry out centralized monitoring; it has security isolation facilities, video surveillance systems and other facilities in line with the requirements of customs, etc.

According to conditions set by state department for setting up special customs monitoring regions and customs bonded monitoring premises, inland cities can only have export processing zone, bonded logistics centre (A / B), import bonded warehouse and export monitored warehouse, and comprehensive bonded area. Shenyang Offshore Economic Zone has applied for the construction of the bonded logistics centre in Shenyang (B-Type), the main functional area covers bonded warehouse, container yard and customs inspection area. This is also the only bonded logistics platform planning to apply for approval by the General Administration of Customs.

Shenyang: Bonded + Logistics = Offshore Port

Zhang Xinbo, deputy director of management committee of Shenyang Offshore Economic Zone, said Shenyang Bonded Logistics Center (B-Type) is located in the core area of Northeast Asia logistics hub, to the west of Tonghaichanye Road. Its general planning area is 10 square kilometers, with a total investment of RMB yuan 500 million. The first phase is designed to cover an area of 0.5 square kilometers. The functional area includes the bonded warehouse district, monitored warehouse, container yard, customs inspection area, the customs general office building, exhibition center for bonded goods.

With the establishment of Shenyang Offshore Economic Zone last year, Shenyang finally has got its own "inland port" based on Yingkou Port. Once the bonded logistics centre is established, people in Shenyang will be no longer worried about setting sail. Shenyang Bonded Logistics Center (B-Type) will be taking the strong industry cluster advantages of the west industry corridor of Shenyang, under the supervision of the Customs, mainly carrying out businesses like bonded storage, simple processing and value-added services, international logistics and distribution, import and export, international transit and re-export trade, logistics information processing, etc.

Tonghaichanye Road will be open to traffic next year

At present, Shanghai Tongji University has completed the Shenyang Bonded Logistics Centre in planning and design. The center will take the form of joint venture through corporate operations.

Zhang Xinbo said, 80km of Tonghaichanye Road in Shenyang has been completed, and sections in Liaoyang, Yingkou and other cities will also be under construction this year. Tonghaichanye Road is expected to be fully open to traffic next year. Yingkou PSA has set inland ports in the coastal waters. Sinosteel Corporation also has invested RMB 6.3 billion yuan to build a scrap processing base, handling the dismantling of motor vehicles and so on. Shenyang Bonded Logistics Center (B-Type) will become the logistics hub linking ports around Bohai Bay, the hinterland of Northeast, the center of the coastal economic zone including five cities, and Northeast Asia shipping center.
