The scientific industrial base of arms industry with RMB yuan 15 billion investment will be located in Jingwei Industrial Park of Xian economic development zone. At the night of June 18th, Mr. Baogen Chen, the major of Xian met Mr. Guoqing Zhang, the vice president and secretary of CPC of China North Industries Group Corporation in Bell Tower Hotel. In the meeting, both parties agreed that a cooperation signature ceremony would be held between Xi'an Municipal Government and China North Industries Group Corporation in the middle of July. Meanwhile, the first five projects would be simultaneously signed and commencement cornerstone laying ceremony would also be held at that time.

China North Industries Group Corporation is one of the super-large state-owned backbone enterprises manipulated directly by the central government. It has generated key research, manufacture, and production capacity of China's arms industry. For many years, China North Industries Group Corporation insists in the guideline of combination between armies and the people, full exerts its materiel techniques and abundant resources, has successfully bred and developed a group of main and prevailing products with materiel high-tech background, such as heavy vehicle and equipment, special chemical and petrochemical engineering, as well as photoelectric material and parts, contributing to the modernization of national economy. China North Industries Group Corporation owns 14 subordinate firms in xian. On Mar. 12th, 2007, on behalf of the two parties, Mr. Chunqing Yuan, the governor of Shanxi province, and Mr. Zhigeng Ma, the general manager of China North Industries Group Corporation signed strategic cooperation agreement on establishing scientific industrial base of arms industry. Through multiple discussions, xian and China North Industries Group Corporation finally have made consensus on the address, plan, managerial system, development form, and supportive policy.

The scientific industrial base of arms industry will be located in Jingwei Industrial Park of Xian economic development zone. The project will be invested RMB yuan 15 billion, in which civilian goods has 70%. It will highlight application of special techniques, information techniques, new materials and energy, photoelectric, chemicals and equipment manufacture. The output of the scientific industrial base of arms industry will be RMB yuan 30 billion in five years, with taxation reaching RMB yuan 1 billion.
