Recently, Wenzhou ETDZ have signed the "Anti-Smuggling objective management" agreements with 29 major foreign trade enterprises in the zone, the purpose is to prevent the smuggling occurred.

It is said that Wenzhou ETDZ's import and export trade volume was 850 million US dollars last year. And this year from Jan. to April, the import and export trade volume was 260 million US dollars. Along with the further manifestation of macro-control policy effects, RMB appreciation, raw material prices' going up and international trade friction, some foreign trade enterprises bear very high cost pressures on the process of the economic transformation and upgrading. The possibility that Individual enterprises have illegal acts is increasing.

In order to prevent illegal acts, such as smuggling, commercial fraud, and unauthorized distribution of the processing trade channels, as well as taking the actual foreign trade and exports situation, the current new smuggling situation and features, which have changed from the sea smuggling only to the business tax evasion, tax dodging smuggling, into consideration, Wenzhou ETDZ sign the "Anti-Smuggling" agreement with enterprises and guides, standardizes the import and export behavior of the enterprises. In the meantime, Wenzhou ETDZ establishes the "anti-smuggling comprehensive management office", and gradually forms a network to standardize the Enterprises' import and export behavior. The network includes the Customs, Public Security, National Taxation Bureau, Industry and Commerce Administration Bureau, Local Taxation Bureau, and other Departments
