In recent years, with the promotion of "three-new" industry and the acceleration of the transformation of economic growth pattern, Lianyungang economic development zone holds tight the principle of independent innovation and industry upgrade, and the production of technology industry takes up 48% of the added value of the industry in the whole zone. Since last April, the development zone has developed 156 new technologies and products, among which 100 have won national patents and 43 patents have been introduced into production.
   
Innovation is the core of an enterprise. In order to propel and strengthen its prominent industries, Lianyungang development zone is constantly increasing its support to speed up the independent innovation process in terms of policy-making. The management commission of the development zone has approved another 3000 mu (20,000 acres) for new business establishments after approving 2,600 mu (about 17,000 acres) for scientific incubation pioneer park. Meanwhile, the development zone has established a series of policies and regulations such as Reward Measures to Accelerate Development of New Resources and Reward Measures for Eminent Science Talents. Such measures are conducive to attracting talents and propel the development of independent and innovative enterprises. At present, the treasury of the development zone has in total distributed more than RMB yuan 500 million to support innovation and new establishments, sustain the development of independent and creative enterprises, and implement rewards policies, development plans for "three-new" industries and innovative plans for industry technologies.
   
Currently, "three-new" well-developed technology industries like new resources, new materials and new medicines are becoming prominent brands of Lianyungang development zone and have attracted peers from home and abroad to seek development in Lianyungang. The 62 "three-new" projects that have come into the development zone in recent years are mostly concentrated on sectors like new medicines, optical equipment, laminas of wind power machines, wind power generator (supporting devices), solar power system and photo-electricity system. These sectors mostly comprise of technology-centered R&D enterprises that consume less resources, require more investment and relate tightly to each other. Roquette, a French company, has increased its investment for three times since it set up a branch in the development zone, and now its investment, totaling 499 million dollars, are mainly for power saving, emission reduction, new crafts update and expansion of production. Zhongjin Matai has introduced tens of millions of dollars from Japan to prompt the research and development of blister packing, and 4 patents of the company won the 5th Excellent Patent Award of Jiangsu. Many banner enterprises like Hengrui, Kangyuan, Huawei, Guanghui and Tiannuo are raising their investments, purchasing more equipment, increasing staff and projects and expand productions.
   
The congregation of industrial capitals has motivated the research and development of 9 state 863-projects, 14 key projects of Jiangsu Province and more than 130 Torch Projects. So far, the development zone has completed 29 national key scientific and technological projects and 92 high and new-tech products, all of which have successfully passed national technology certification and won patents or certifications of new products. And 27 new products have won the title of national or provincial "Top Products".
