Headquarters Economic Convergence Zone Will Be Built Along Jiangbin Road Within Fuzhou Development Zone

On 27th May, a promoting press conference for corporate headquarters convergence zone was held in Fuzhou Development Zone. It was formally announced that headquarters economic convergence zone will be built along Jiangbin Road within this district. Some insiders believe that this strategy is of positive significance for Fuzhou Development Zone to fulfill the concept of scientific development, accelerate the industrial restructuring and upgrading, breach the bottleneck of scarce land resources, and achieve Sound and Fast development of regional economy.

Fuzhou Development Zone is the nearest state-level development zone from mainland to Taiwan. At present, a number of corporate headquarters has gradually gathered in the area along Jiangbin Road. On the basis of this, Fuzhou Development Zone will re-introduce 122 acres of land at prime locations along Jiangbin Road for the construction of Headquarters Economic Convergence Zone. Jiangbin Road is in the north of the region, west of Fuzhou Customs, east of the Newland Company, south of Rujiang Road. It is in an excellent position with very convenient transportation and beautiful environment. The Planned area of land is 81,481 square meters with a proposed total construction area of 206,939 square meters. A total of 10 high-rise buildings are designed which respectively include 12 floors, 19 floors, 24 floors and 30 floors. The South entrance group adopted the form of traditional Chinese gate to gradually connect two buildings; the Central group adopted the simplicity of modern architectural style for the layout of six buildings, the central ecological green square and a group of business Gardens form two regional groups which involves business, Finance, technology research, electronic information, logistics information platform, information ports, and other functions. The North group gives priority to two simple and bright high-rise buildings. More than 1,000 units of headquarters' apartments will be built There, each covering about 50 square meters. At the same time, the area will be equipped with banks, postal services, supermarkets, restaurants, entertainment facilities to provide comprehensive business and life support for settled enterprises.
 
To attract corporate headquarters and regulate the building construction of those headquarters, Fuzhou development zone also adopted a series of preferential policies.

The Main policies include the following. Enterprises that meet the required conditions of the zone will receive an appropriate part of financial support from the district while paying value-added tax, enterprise income tax and business tax according to the increased profits in three years. If the principals of corporate headquarters and their families, middle and Senior professional and technical personnel want to apply for residence registration in the area, the relevant departments will deal with it firstly. As for their children going to school, the education administrative department will manage the matter while taking the nearest schools as priorities.

The Headquarters Economy means that a district utilizes its unique resource advantages to attract enterprises. The enterprises will then commonly locate their headquarters at this very district and establish their manufacturing bases at other districts which have comparative advantages. Thus, a reasonable division of labor in the value chain is formed. All those economic activities leading to the result constitute a Headquarters Economy. The Headquarters Economy possesses such characters as knowledgeable, economical, multi-level, extensive, win-win and so on.
