The 38th Decree of the General Administration of Press and Publication and the Ministry of Commerce: Supplementary Provisions on the Interim Provisions on the Establishment of Foreign-invested Printing Enterprises
No. 38 Decree of the GAPP and the MOFCOM
The Supplementary Provisions on the Interim Provisions on the Establishment of Foreign-invested Printing Enterprises, which has been passed in the work meeting of the General Administration of Press and Publication and the Ministry of Commerce on Aug. 28, 2008, is hereby promulgated and it shall come into force on Jan. 1, 2009.

Supplementary Provisions on the Interim Provisions on the Establishment of Foreign-invested Printing Enterprises
For the purpose of facilitating the economic and trade relationships between Hong Kong and Macau and the mainland of China and encouraging service providers from Hong Kong and Macau to establish business enterprises in the mainland, according to the Supplement V to the Closer Economic Partnership Agreement between Mainland and Hong Kong and the Supplement V to the Closer Economic Partnership Agreement between Mainland and Macau approved by the State Council, the supplementary provisions on the Interim Provisions on the Establishment of Foreign-invested Enterprises (No. 16 Decree of GAPP and MOFCOM, 2002) concerning the investments of the service providers from Hong Kong and Macau in printing sector are hereby promulgated as follows:
Article 1 The minimum registration capital for establishing a printing enterprise engaged in producing printed matters for packaging decorations in the mainland of China by service providers from Hong Kong and Macau shall be similar to that for enterprises in the mainland.
Article 2 The service providers from Hong Kong and Macau herein shall be subject to the definitions and relevant requirements prescribed in the Closer Economic Partnership Agreement between Mainland and Hong Kong and the Closer Economic Partnership Agreement between Mainland and Macau respectively.
Article 3 Other issues concerning the investment the service providers from Hong Kong and Macau in printing sector in the mainland of China shall be subject to the Interim Provisions on the Establishment of Foreign-invested Printing Enterprises.
Article 4 The Provisions herein shall enter into force on Jan. 1, 2009.
