It was demonstrated in the testing results that reclaimed kinescope safety and technology indicator failed to reach the standard required by the state so that some hidden troubles existed. In order to rectify and standardize television and kinescope sale and production, to prohibit the usage of waste and old kinescope bulb to process "reclaimed kinescope" upon televisions manufacture, the relevant particulars are hereby given as follows:I.Any unit or individual shall not undertake the collection (including sale), storage, treatment of old and waste kinescope (Cathode Radial Tube) without permission.Where any unit is involved in the aforesaid business, it shall, in accordance with Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste, Measures for Administration of Hazardous Waste Operation Permits (State Council Decree No. 408), apply to environmental protection administrative authorities for hazardous waste operation permits before its operation.The waste and old kinescope (Cathode Radial Tube) refers to those hazardous waste ones which have lost their original value in use or been discarded, renounced in spite of their remaining value.II.Such an act shall be prohibited as waste and old glass bulb are used for reclamation, processing and assembling television for sale; the import of old glass bulb, old kinescope, reclaimed kinescope and old television by any trade means is prohibited (the detailed commodity code is shown as per list enclosed)Where the aforesaid commodity processing trade has been approved by the authorities responsible for the business and have been recorded in customs files, the completion of enforcement is allowed to be conducted in accordance with the current provisions within the period of validity and with no extension of time upon its expiration. Where reexportation after processing fails to be fulfilled in accordance with the provisions, the directory cancellation procedures shall be conducted in accordance with the provisions of domestic sales of processing trade.III.The state encourages resources to be recycled via environmentally sound technology; the state also encourages the glass bulb manufacturer to recycle and utilize the waste glass formed by domestic waste and old kinescope.
