Circular of the Ministry of Health on Relevant Issues Concerning Occupational Hygiene Examination for Construction Projects

The departments or bureaus of health of provinces, autonomous regions and municipalities directly under the Central Government, the Bureau of Health of Xinjiang Production and Construction Corps.,

For the purpose of further improving the efficiency of occupational hygiene examination for construction projects and regulate the examinations, based on researches, the scopes of construction projects for which the Ministry of Health is responsible for conducting filing, approval, examination and completion inspection and acceptation are adjusted as follows:

I. The competent investment authority under the State Council and the relevant departments authorized by the State Council are responsible for examining, approving, checking and filing the construction projects with total investment above RMB50b;

II. The construction projects of nuclear power plants; and

III. The construction projects in across provinces, autonomous regions or municipalities directly under the Central Government.

The filing, examination and approval, examination and check, or completion inspection and acceptation of other construction projects shall be determined by the health administrations at provincial level in considering the local actual situations.

The health administrations at provincial level shall further perfect the system, regulate procedures and practically do well in the work of occupational hygiene examination for construction projects.

The provision shall enter into effect as of 1 June 2009, and the Circular of the Ministry of Health on Revising Article 4 of the Measures for the Administration by Classification of Hazards of Occupational Diseases Involved in Construction Projects (Wei Zheng Fa Fa [2007] No. 97) is simultaneously repealed.
