| STATUS OF FOREIGN INVESTMENT |
| According to the statistics released by Ministry of Commerce, in 2006 there were 116 projects using foreign investment in water production and supply industry, down 8.66% under the same period of the previous year. The actually used foreign capital amount was 450 million USD, up 95.39% over the previous year. |

| COMMITMENTS TO THE WTO AND INTERNATIONAL PRACTICES |
| According to The Guiding List Concerning Foreign-funded Industries that was approved by the State Council and jointly publicized by the State Development Planning Commission, the State Trade and Economic Commission and the Ministry of Foreign Trade and Economic Cooperation in 2002, foreign investment is encouraged in construction and management of urban water supply. |
