| According to the statistics of MOFCOM, 259 foreign investment projects in Papermaking industry(Papermaking Industry (Code C22) hereinafter is in accordance with the National Economic Industrial Classification (GB/T4754-2202).) were newly set up in 2007, 59 less than that of the same period in the last year, and the amount of the actual utilized foreign capital reached USD 1441010,000, up by 38.73ге year-on-year. |

COMMITMENTS TO THE WTO AND INTERNATIONAL PRACTICES |
| Under the Protocol of China's accession to the WTO, tariffs, except for newsprint, of all other paper and paper products will reduce to 7.5% below by 2005, among which import duties of paper pulp, waste and scrap products of unbleached kraft paper or paperboard or of corrugated paper or paperboard, on the date of accession, will reduce to 0%. |

DEVELOPMENT OF GLOBAL INDUSTRIES |
| In the first half of 2006 Russian total production of pulp, paper and cardboard was up 5.3% over the previous year. As a part, pulp production was the same as in the previous year while cardboard production grew vigorously. Forest companies produced relatively a small amount of wood chips for marking pulp, accounting for about 13% of raw materials in Russian pulp industry. |
