Development Goal and Major Tasks of Labor and Social Security in "11th Five-Year"

Perfect the employment management services organization system which cover urban and rural laborers, establish and perfect the public employment service network in county and countryside, strengthen public service functions that promote employment, improve the public employment service system. Use city as center gradually implement the public employment service overall planning  management, improve service means, develop services items, expand services function, provide effective services for all types of urban and rural workers.  (3) Strengthen the building of technical support and service system of vocational education and training. Basically establish a new type of rural cooperative medical system.

Improve the levels of social insurance, and continually enhance the capacity of co-ordination regulation. Actively create conditions to achieve plan as a whole of basic pension insurance in province; Gradually promote unemployment insurance plan as a whole in city (Prefecture) levels; Establish and perfect the system of industrial injury insurance reserves.

 (2) Multi-channel finance social insurance funds.  (5) Establish a sound social service management system. From the formulation of social insurance agencies service standards and norms service facilities as start, strengthen basic management, integrate services resources, standardize the process of service, promote social insurance agency services standardization, information, and professional development. Establish incentive and restraint mechanisms, comprehensively improve the social management services level, include enterprise retirees into social management. Accelerate public service facilities and service network building, encourage building retirement apartments in qualified region, and continuously improve the quality of life of retirement.

4. Improve the adjustment mechanism of labor relations, create a harmonious labor relations.

 (1) Accelerate the building of labor relations coordination mechanisms. Full implement the labor contract system, and generally promote all types of enterprises and trade unions signed and strictly implement labor contract. Promote collective contract system, vigorously promote regional and industrial collective consultation. (3) Promote the reform of labor dispute handling system, comprehensive strengthen the work of labor dispute handling.
