At the beginning of November of 2006, the State Statistics Bureau organized the sixth national sample investigation on mass¡¯s sense of security. The main data of investigation are as following.
1. Basic situation of the investigation
This investigation adopted multi-stage, multi-layer, probability proportional sampling. In 31 provinces (autonomous region and municipality) in the nationwide, it sampled 1836 counties (cities or districts), 3192 townships (towns or streets) and 4768 village (community) committees. 102,448 families were investigated and in each of them a member older than 16 was sampled randomly and filled the questionnaire.
2. Mass¡¯s sense of public security
In terms of present social security environment, 15.4% of the investigated masses selected ¡°very safe¡±, 40.1% of them ¡°safe¡±, 36.5% of them ¡°almost safe¡±, 5.8% of them ¡°not very safe¡± and 2.2% of them ¡°not safe¡±. Among them, the total proportion of those thinking as ¡°very safe¡±, ¡°safe¡± and ¡°almost safe¡± was up to 92.0%, which increased by 0.1 percentage points compared with that of 2005. The mass¡¯s sense of public security continued keeping stable.
Among the problems affecting mass¡¯s sense of security, 26.0% of the investigated masses selected ¡°crime¡±, 31.8% of them ¡°public disorder¡±, 33.2% of them ¡°traffic accident¡± and 9.0% of them ¡°fire¡±. Compared with 2005, the proportion of those selecting ¡°crime¡± decreased by 5.0 percentage points. The proportion of those selecting ¡°public disorder¡± went down by 0.1 percentage points. The proportion of those selecting ¡°traffic accident¡± went up by 5.1 percentage points. The proportion of those selecting ¡°fire¡± was similar to that of 2005.
3. Mass¡¯s appraisal on social security situation
(1) Situation of social security in resident areas
Among the investigated masses, 18.7% of them selected ¡°very good¡±, 39.0% of them ¡°good¡±, 36.8% of them ¡°general¡±, 4.4% of them ¡°bad¡± and 1.1% of them ¡°very bad¡±. The total proportion of those selecting ¡°very good¡±, ¡°good¡± and ¡°general¡± was up to 94.5%, which increased by 0.6 percentage points compared with that of 2005.
In terms of the security situation in resident areas compared with last year, 17.7% of the investigated masses selected ¡°better obviously¡±, 45.8% of them ¡°better¡±, 31.6% of them ¡°same¡±, 4.1% of them ¡°worse¡± and 0.8% of them ¡°worse obviously¡±. The total proportion of those selecting ¡°better obviously¡±, ¡°better¡± and ¡°same¡± was up to 95.1%, which increased by 1.3 percentage points compared with that of 2005.
(2) Situation of social security in special places
In terms of security situation ¡°around schools¡±, 47.2% of the investigated masses selected ¡°good¡±, which went up by 2.9 percentage points compared with that of 2005. 39.6% of them selected ¡°general¡±, which went down by 0.4 percentage points. 5.0% of them selected ¡°bad¡±, which went down by 1.7 percentage points. 8.2% of them selected ¡°unknown¡±, which went down by 0.8 percentage points.
In terms of security situation of ¡°railways, stations and docks¡±, 22.0% of the investigated masses selected ¡°good¡±, which went up by 4.2 percentage points compared with that of 2005. 34.4% of them selected ¡°general¡±, which went down by 0.3 percentage points. 8.9% of them selected ¡°bad¡±, which went down by 1.4 percentage points. 34.7%of them selected ¡°unknown¡±, which went down by 2.5 percentage points.
In terms of security situation ¡°around large-scale enterprises¡±, 21.3% of the investigated masses selected ¡°good¡±, which went up by 4.4 percentage points compared with that of 2005. 26.2% of them selected ¡°general¡±, which went up by 0.3 percentage points. 3.5% of them selected ¡°bad¡±, which went down by 0.3 percentage points. 49.0% of them selected ¡°unknown¡±, which went down by 4.4 percentage points.
In terms of security situation of ¡°public places¡±, 25.6% of the investigated masses selected ¡°good¡±, which went up by 4.5 percentage points compared with that of 2005. 39.0% of them selected ¡°general¡±, which went down by 2.0 percentage points. 7.7% of them selected ¡°bad¡±, which went down by 0.8 percentage points. 27.7% of them selected ¡°unknown¡±, which went down by 1.7 percentage points.
(3) Attacking strength on crimes
In terms of the attacking strength on crimes, 48.2% of investigated masses selected ¡°strong¡±, which went up by 5.7 percentage points compared with that of 2005. 44.0% of them selected ¡°not strong¡±, which went down by 4.0 percentage points. 7.8% of them selected ¡°weak¡±, which went down by 1.7 percentage points.
(4) Allocation situation of security sentry boxes (or entrance guard's rooms) and security patrols
Among the investigated masses, 34.2% of them selected ¡°with security sentry boxes (police station) or entrance guard¡¯s room¡± near their residence, which went up by 3.7 percentage points compared with that of 2005, while 65.8% of them selected ¡°without¡±. 55.2% of them selected ¡°with security patrols¡±, which went up by 2.5 percentage points compared with that of 2005, while 44.8% of them selected ¡°without¡±.
4. Social problems that the masses pay close attention to
In terms of the most concerned one from thirteen list social problems, 15.0% of the investigated masses selected ¡°problem of social morality¡±, 14.9% of them ¡°problem of medical treatment¡±, 14.9% of them ¡°problem of social security¡±, 12.8% of them ¡°problem of education¡±, 10.7% of them ¡°problem of employment and unemployment¡±, 9.1% of them ¡°problem of corruption¡±, 6.0% of them ¡°problem of payment and salary¡±, 4.1% of them ¡°problem of environment¡±, 3.4% of them ¡°problem of food hygiene¡±, 3.3% of them ¡°problem of housing¡±, 2.1% of them ¡°problem of safe production¡±, 1.9% of them ¡°problem of land expropriation and relocation¡± and 1.8% of them ¡°others¡±.
In addition, when contradictions occur between family members, 75.7% of the investigated massed selected ¡°turning to community mediation organizations¡±, which went up by 5.9 percentage points compared with that of 2005. 7.9% of them selected ¡°turning to politics and law departments¡±, which went down by 1.7 percentage points. 8.6% of them selected ¡°turning to relevant government departments¡±, which went down by 1.7 percentage points. 7.8% of them selected ¡°others¡±, which went down by 2.5 percentage points.
