Under the proper guidance of Party Central Committee and State Council, in 2003 the great progress has been made in all aspects of labor security. More energy and time are threw into employment and reemployment and two “guarantee” have been kept on solidifying. Thus, social security system can be established rapidly and the legal rights and interests of the laborers can be guaranteed.

Ⅰ. Employment

The gross number of employee keeps on growing and employment structure keeps on improving. By the end of the year, the number of employing personnel in the urban and rural regions has amounted to 744.32 million, 6.92 million more than the figure of last year. The number of employing personnel in the first industry is 365.46 million, which occupies 49.1% of the number of urban and rural employing personnel in the whole country.  The number in the secondary industry is 160.77 million, which occupies 21.6%. The number in the third industry is 218.09 million, which occupies 29.3%. Among them, the number of employed personnel in town units reaches 109.70 million, 160 thousand less than the figure of the end of last year. The number of employed personnel in town private enterprises and individual economic organizations amount to 49.22 million, 6.54 million more than the figure of last year. Among employed personnel in town units, the number of on-job workers and staff amounts to 104.92 thousand, 660 thousand less than the figure of the end of last year.

In the whole year, 4.4 million unemployed personnel and laid-off workers are reemployed around the country.  Among them, 1.2 million personnel belong to “4050” personnel. By the end of the year, the number of registered unemployed personnel in urban and rural regions has reached 8 million in the whole country. Registered unemployment rate in urban and rural regions is 4.3%, 0.3% more than the figure of the end of last year.

The laid-off workers’ basic living can be guaranteed. By the end of the year, 2.6 million people have been unemployed in state-own enterprises (including, state-owned joint enterprises and wholly state-funded company), 1.5 million less than the figure of the end of last year. Among them, 1.94 million laid-off workers enter reemployment service center, 1.45 million less than the number of the end of last year. The majority of laid-off workers who have entered reemployment service center can receive basic living guarantee.

Labor force market establishment has been developing all the time. Information network of labor force market has been preliminarily built, local network has been realized in 108 cities around the country and profession supply and demand analysis reports in 92 cities can be issued every quarter. By the end of the year, 31109 profession agencies have been established, of which, 21515 public profession agencies are set up by labor security departments. In the whole year, 11.55 million people have found new jobs with the help of public profession agencies around the year, 1.78 million more than the figure of last year and an increase of 18%. 

 Professional training has made remarkable achievements. By the end of the year, 2970 vestibule schools have been established around the country, where 1.93 million students are learning skills, 400 thousand more than the figure of the end of last year.  In the whole year, 2.27 million people have received training and retraining in vestibule schools around the country, 8.8% more than the number of last year. By the end of the year, 3307 employment training centers and 19139 social training organizations have been established around the country. 11.66 million people have received training in the whole year, 8.8% more than the number of last year.  5.49 million unemployed personnel and laid-off workers take part in reemployment training in the whole year. Among them, 290 thousand people take part in undertaking-start training. In the whole year, 1.26 million students, who graduated from junior middle school or senior middle schools, and can’t receive further education, take part in prearranged labor training,

Profession skill certification has made new progress. By the end of the year, profession skill certification organizations have reached 7252 around the country. 6.87 million people have taken part in profession skill certification and 5.84 million people have acquired profession qualification certificate and the average profession skill certification pass rate has been up to 85%

ⅡSocial Insurance

（1）Endowment Insurance

By the end of the year, the retirees have totaled 45230 thousand in the whole country, 3 million more than the figure of last year. The number of dismissed personnel amounts to 1.41million，and the number of the retirees comes to 43.82 million.

 The coverage of urban basic endowment insurance keeps on expanding. By the end of the year, 155.06 million people have joined basic endowment insurance in the whole country, 7.7 million more than the number of the end of last year. Among them, the number of workers and staff totals 116.46 million, and the number of retirees and dismissed personnel total 38.6 million, respectively 5.18 million and 2.52 million more than the number of the end of last year.  138.82 million people have joined insurance in the enterprises around the country, 6.03 million more than the figure of last year. Among them, the number of workers and staff is 103.25 million and the number of retirees and dismissed personnel is 35.57 million, respectively 3.93 million and 2.08 million than the figure of the end of last year.

Pensions for the retirees have been granted timely and sufficiently in the whole year. By the end of the year, 29.33 million retirees in enterprises have realized socialization management, 14.99 million more than the number of last year. Socialization management rate has reached 84.5%.

In the whole year, fund revenue of basic endowment insurance has reached 368 billion yuan, 16% more than the figure of last year. Levy revenue has reached 304.4 billion yuan, an increase of 19.3%. 53 billion yuan financial subsidies in all levels have been used to endowment insurance fund, of which central finance subsidies amount to 47.43 billion yuan. In the whole year, fund expenditure of basic endowment insurance has reached 312.2 billion yuan, an increase of 9.8% around the country.  At the end, basic endowment insurance fund’s accumulative surplus comes to 220.7 billion yuan.

The qualified regions have been actively developing rural endowment insurance undertaking. By the end of the year, 54.28 million people have joined rural endowment insurance around the country. Consequently, 25.93 billion yuan rural endowment insurance funds have been cumulated, 2.6 billon yuan more than the figure of the end of last year. In the whole year, 1.98 million farmers all together have received pensions and 1.5 billion yuan insurances have been paid in the same year.

（2）Medical Insurance

The coverage of basic medical insurance has been expanding. By the end of the year, most comprehensive areas at regional level have put basic medical insurance into practice. As a result, 109.02 million people have joined basic medical insurance in the whole country, 15.01 million more than the number of the end of last year. Among them, the number of workers and staff total 79.75 million and the number of retirees total 29.27 million, respectively 10.49 million and 4.52 million more than the number of the end of last year. In the whole year, fund revenue of basic medical insurance comes to 89 billion yuan and fund expenditure comes to 65.4 billion yuan. By the end of the year, surplus of individual account funds has cumulated 29.1 billion yuan and surplus of comprehensive funds has reached 37.9 billion yuan.

（3）Unemployment Insurance

Unemployment insurance has been exerting more important part. By the end of the year, 103.73 million people have joined unemployment insurance around the country, 1.91 million more than the number of the end of last year. By the end of the year, 4.15 million people have received unemployment insurance around the country, 0.25 million less than the number of the end of last year. Fund revenue of unemployment insurance comes to 24.9 billion yuan. Fund expenditure amounts to 20 billion yuan, respectively 15.5% and 7.2% more than the figure of last year. At the end of the year, fund accumulation surplus is 30.4 billion yuan.

（4）Industrial Injury Insurance

 Industrial injury insurance system reform has been intensifying. By the end of the year, 45.75 million workers and staff have joined industrial injury insurance around the country, 1.69 million more than the number of the end of last year. In the whole year, fund revenue of industrial injury insurance amounts to 3.8 billion yuan and fund expenditure amounts to 2.7 billion yuan. At the end of the year, fund accumulation surplus reaches 9.1 billion yuan. In the whole year, 330 thousand people have enjoyed industrial injury insurance treatment all together.

(5)Birthing Insurance

Birthing insurance has been developing further. By the end of the year, 36.55 million workers and staff have joined birthing insurance around the country, 1.67 million more than the number of the end of last year. In the whole year, fund revenue of birthing insurance amounts to 2.5 billion yuan and fund expenditure amounts to 1.3 billion yuan. At the end of the year, fund accumulation surplus reaches 4.2 billion yuan. In the whole year, 360 thousand people have enjoyed birthing insurance treatment all together.

(6) Social Insurance Fund Supervision

Social insurance fund administrative supervision system and supervision and report network have been preliminarily established. By the end of the year, social security supervision committees at provincial level have been established in 19 provinces (districts or cities) around the country and social insurance fund supervision and report telephones have been prepared in 30 provinces (districts or cities) and 205 regional and city labor security departments.

Ⅲ Salary Allocation

The average salaries of on-job workers and staff in urban and rural units are 14040 yuan, 13% more than the figure of last year. After reducing price factor, the actual increase is 12%. The average salaries of on-job workers and staff in state-own units are 14577 yuan, the average salaries in town collective units are 8678 yuan and the average salaries in other units are 14574 yuan.

Great progress has been made in enterprise income allocation macro-control system building and salary mechanism reform. 31 provinces (districts or cities) have established the minimum salary security system and 22 provinces (districts or cities) have set down the minimum hour salary standard. 29 provinces have established salary guiding line system, 124 large and medium cities have published market salary guiding price, and 18 large and medium cities have published industry artificial cost. Over 290 thousand enterprises have established salary collective negotiation system.

Ⅳ Labor Relationship

Labor relationship between laid-off workers becomes harmonious. In the whole year, 1.536 million laid-off workers have been transferred out from reemployment service center. 47% of them have terminated or stopped contract. In state-owned large and medium enterprises, mainstream industry separates from supplementary industry. With restructuring of enterprise, the redundant personnel are arranged to other jobs. In the whole year, labor security department has checked and registered 22 plans of reposition of redundant workers and staff in central enterprises, involving 775 restructuring enterprises and 150 thousand personnel.

The number of labor disputed cases keeps on growing. In the whole year, labor dispute arbitration committees in all levels have dealt with 226 thousand labor disputed cases, involving 800 thousand laborers, respectively increasing by 22.8% and 31.7%. Collective disputed cases amount to 11 thousand. In the whole year, labor dispute arbitration committees in all levels have dealt with and closed 24 thousand cases (including 16 thousand cases which were carried forward in the first half year) and closed case rate reaches 92%.

ⅤLabor Legislation and Supervision

New headway has been made in labor security legislation. In April 2003, State Council issued Industrial Injury Insurance Ordinance. Labor security department issued such regulations as industrial injury insurance, the minimum salary, collective contract and enterprise annuity. In the whole year, many places have established 28 local regulations and rules related to labor security

The local labor security and supervision organizations take more efforts to guarantee the rights and interests of the laborers, seriously investigate and punish those behaviors against labor security laws and regulations and focus on carrying out special inspection activities, such as, rural workers’ rights protection activity.

In the whole year labor security supervision organizations have actively supervised employing units for 1.107 times, investigated and dealt with 264 thousand cases against labor security law and 166 thousand masses report cases and supervised 1.172 million employing units. Through carrying out various routine and special supervision and execution activities, labor security supervision organizations have urged employing units to pay 3.72 billion yuan social insurance, urged 88 thousand employing units to transact social insurance declaration register, ordered employing units to pay 2.7 billion to the employees as salary and to sign labor contract with 8.95 million employees and to send 0.12 billion yuan illegal risk deposits back to the employees and cleaned up 6585 illegal profession agencies..

 By the end of the year, 3223 labor security supervision organizations have been established in the whole country. 43 thousand labor security supervisors have held posts in the local labor security departments. Among them, full-time supervisors are 19 thousand and part-time supervisors are 24 thousand.
