Ministry of Agriculture is one department of State Council in charge of agriculture and rural economic development.

 Its main responsibilities are as follows:

(1) study and draw out development strategy and mid and long term development planning of agriculture and rural economy and organize their implementation after approval; draw out agriculture exploitation planning and administrating its Implementation.

(2) study and draw out industry policy to guide rational readjustment of agriculture industry and rational allotting of agriculture recourses and improvement of products quality; make proposal for all agricultures industries such as relative farm products, prices of agriculture producing materials, tariff adjustment, bulk farm products circulation, rural credit, tax and agriculture finance subsidies policies; organize and draft out laws and regulations drafts regarding planting, stocking breeding, fish culture and villages and towns enterprises ( hereafter all agriculture industries).

(3) study and put forward opinions for deepening rural economic system reform; guide the construction of agriculture socialization service system and rural collection economic organizations and cooperative economy organizations; in accordance with the requirements of central government stabilize and perfect rural basic operation system and policy, adjusting rural economic interests relationships and guide and superintend the farmers burden-relief and arable land using right circulation.

(4) study and establish the guidelines and policy concerning agriculture industrialization operation and bulk farm products market system construction and development planning to prompting the integrating of pre-produce, mid-produce and after-produce; organize and coordinating shopping basket program and agriculture producing materials market system construction; study and make proposal regarding the import and export of main farm products and important agriculture producing material; predict and issue the rural economic information such as all agriculture industries products and agriculture producing material demand and supply information.

(5) organize agriculture recourses classification, environmental-friendly agriculture and sustainable development of agriculture; guide the exploitation and utilization of agriculture land, fishery waters, grassland, beach land and marsh suitable for agriculture and rural renewable power and the protection and govern of agriculture biology species; responsible for protection of fishery waters environment and hydrophily and wild plant and animal; vindicate national fishery interests and exerting fisher examination and fishing administration and fish harbor intendance and govern on behalf of the State.

(6) frame the development planning and relative policy regarding agriculture scientific research, education and technology commercialization and its team construction and put the strategy of striving agriculture through science and education into practice; organiz the selection and implementation of important scientific research and technology commercialization programs; guide agriculture education and agriculture profession craftsmanship exploitation.

 (7) draw out technology standard for all agriculture industries and bringing it into effect; organize and implement the quality monitor and authentication to all agriculture industries and green food and the protection to the new species of agriculture plant; organize and coordinate the monitor, appraise and laws execution of laws regarding the quality of agriculture imputed materials such as seeds, pesticide and livestock medicine.

 (8) draft out drafts concerning animal and plant epidemic prevention and quarantine and sign inter-government agreements and conventions and make out relative standard; organize veterinarian medical administration and livestock medicine administration examination; organize and superintend the epidemic prevention and quarantine and issue epidemic situation and organizing to eradicating the epidemic. 

(9) undertake inter-governmental foreign-related affairs ad organize relative international economic and technology exchange and cooperation.

 (10) guide the operation of direct under units and enterprises affiliated to the ministry reforms; superintend value preserving and increment of the state-owned assets of enterprises affiliated to the ministry; in accordance with the authority to administrate the direct under units personnel, wages and organization size; guide relative social organizations to serve the development of agriculture economy.

(11) undertake the agendum of Poverty Relief Leading Group of State Council.

(12) undertake other affairs assigned by the State council.
