Ministry of Civil Rights represents the organizational department of State Council in charge of for civil administrative affairs.

Its main responsibilities include:

1, To formulate basic guidelines, policies, regulations, and laws of civil affairs. To propose development plan of civil affairs and to direct the reform and development of civil affairs.

2, Responsible for the registry and annual check of national associations, associations across provinces (autonomous regions, municipalities), mainland associations established by Hong Kong, Macao, and Taiwan compatriots, associations of foreigners, organizations of international associations. To propose the standards of membership fee and measures of finance management. To supervise the activities of associations and to check violation activities and activities without registry. To direct and supervise the registry management of regional association.

3, Responsible for the registry and annual check of civil non-corporation units affiliated to central government. To research on measures related to finance and charge management. To direct and supervise the management of regional non-enterprise units.

4, organize and direct the activities of. To propose the kinds of persons in need of special treatment, compensation, and subsidy, and compensation standards for casualty of governments personnel. To formulate compliment measures of martyr and casualty on business. To examine and report national key martyr monuments protection units. To undertake the daily work of the leading team of supporting soldiers and their relatives and supporting the government and cherishing the people.

5, formulate the allocation and implementation plan of retired obligatory soldiers, transferred voluntary soldiers, and demobilized cadres, the retired cadres for local allocation and employee without army record.  To research and propose the standards for living; to formulate plan of administrative measures of rest home for retired cadres and army supply station. To direct the training of personnel for both army and local use.

 6, To organize and coordinate rescue work; to check the situation of disaster; to announce the situation of disaster, and to manage and distribute the fund and material and supervise their use as well. To organize and direct the rescue and donation work. To undertake daily work of China International Disaster Reduction Decade Committee, to formulate and ensure the implementation of the reduction of disaster plan and launch international cooperation on the reduction of disaster.

 7, To establish and implement the lowest subsistence guarantee system of urban and rural residents. To organize the mutual help activities of poverty redress and check national social welfare and donation non-benefit performance. To direct the relief work of local society.

8, To propose suggestions for strengthening and ameliorating fundamental regime. To direct democratic election, decision-making, management and supervision of villagers committee so as to promote the publication of village affairs and basic democracy. To direct the establishment of urban and rural civilian committee and to formulate community work and its management and policies to accelerate the development and community construction.

9, To formulate guidelines, policies, and regulations concerning domestic and foreign marriage. To formulate administrative measures of marriage service organizations.

10, To formulate overall plan of administrative compartmentalization, including the establishment, cancellation, adjustment, rename and borderline alteration of administrative region and the approval of government station move.

 11, To undertake the denomination and rename of administrative compartmentalization above county, important natural and geographical identity, international public domain and celestial and geographic domain. To manage the approval of the arrange order of province, autonomous region, municipality, and SAR. To formulate the standards of ethnic language and the Chinese characters of foreign toponym. To be responsible for the setup and management of sign of place name nationwide. To be responsible for the examination of stander toponym books home and abroad.

12, To organize, coordinate, and direct the survey and management of the borderlines of administrative region. To be responsible for the investigation and intermediation of disputed borderlines of provinces.

13, To undertake the administrative work of protection of seniors, orphans, household enjoying the five guarantees, and other public groups with special difficulties. To direct and the guarantee work of handicapped. To formulate development plan of welfare and standards of welfare facilities. To research on the recognition standards of welfare enterprises and support policy. To propose the development plan, circulation quantum and management measures of lottery, and to manage the welfare capital.

14, To formulate guidelines and policies of funeral and interment, and to promote the reform of funeral and interment.

 15, To formulate the guidelines and policies of children adoption, and to direct foreign adoption as well.

16, To formulate the guidelines and policies of hosting and repatriation management and coordinate the inter-provinces work.

17, to participate in international organizations and activities related to civil administration. To manage the multi-lateral and bilateral international communication and cooperation between governments, civil organizations, and international aid organization in civil administration domain. And to manage issues concerning refugee allocation and repatriation.

18, To undertake other issues assigned by State Council.
