It is a part of the State Council that is responsible for construction administrative management.

Its chief functions are:

(1) to investigate and draft the guidelines, policies, rules, related development strategy and medium-and-long term layout for city planning, village-and-towns’ planning, engineering construction, urban construction, rural construction, construction industry, housing and real estate industry, survey design & consultation industry and the project of municipal public utility, to guide their implementation and to carry out industrial management.

(2) to steer the nationwide city planning, village-and-towns’ planning, urban survey and municipal engineering survey; to take charge to investigate the overall city planning and provincial urban mechanism planning assigned by the State Council and to submit reports for approval; to participate in the gross examination on the land’s utilization; to undertake to investigate and submit report on the famous historical cultural cities and to protect and supervise it; to manage the archives of city construction.

(3) to organize to establish the national standard about the implementation stages of engineering construction, which is to be numbered and issued by State Bureau of Quality and Technical Supervise; to organize to frame and promulgate the national unified quota, industry standard managed by the Ministry and the national standard of economic quota; to organize to erect the feasible research and management system of construction project in the aspects of economic estimation method, economic parameter, construction standard, quota of time limit for the construction project, index of utilization land for construction and engineering cost management, and to make joint issuance with State Development Planning Commission P.R. China; to supervise and steer the implementation of standard quota of various engineering construction.

(4) to guide the nationwide construction activities, standardize the construction market, guide and supervise construction market access, invitation and submission tenders to the engineering, engineering supervision and management and engineering quality and safety; to draft the rules and regulations on survey design, construction, constructional inspection and management and related social intermediary organizations’ management, and to monitor and guide them; to organize and coordinate the construction enterprises to involve in international projects contract and construction labor cooperation.

 (5) to steer the nationwide construction of cities, villages and towns; to guide the cities on water supplying and water saving, gas, heating power, municipal construction, common passenger transport, gardens, municipal appearances and environmental sanitation; to guide the greenization in the districts of city planning; to take charge to inspect the national key points of interest and their layout, and then to submit the report for approval to protect and monitor them; to guide to develop and protect the groundwater within the districts of city planning; to guide environmental harness of municipal appearance and supervision the city construction.

 (6) to guide the reformation on national housing construction and urban lodging system; to be responsible for management the industries of housing and real estate; to guide compensated transfer of the right of using land in the towns and its development and utilization; and to guide and standardize the real estate market.

(7) to be responsible for establishment the criterions of anti-seismic design of construction engineering that concerns with various tenements construction and the related attaching facilities and the urban municipal construction; to guide to develop and utilize the underground room in the cities.

 (8) to erect the science and technology development layout for various industries that are managed by the Ministry and the policies of technical economy; to organize to tackle the considerable science and technology projects and to popularize the achievements, to guide to indraught and reform the significant technologies.

(9) to draft the educational criterions and fostering specifications for the major  of construction in the institutions of higher learning; and to guide the staff in various walks of life that are managed by the Ministry on training and continuing education.

(10) to manage the foreign economic & technological cooperation and foreign affairs of the construction industry; to guide the enterprises to open up the oversea construction and real estate market.

 (11) to manage the personnel and institutional establishment of the departments and institutes that are under directly control, to take charge to construct the teams made of science and technology intellectuals in various walks of life that are managed by the Ministry, and to manage the criterions of specialized technological titles and the qualifications of engaging into work.

(12) to undertake other proceedings delivered by the State Council.
