Being one department of State Council, Ministry of Information Industry superintends the industries of electronic and information products manufacturing, communication and software to prompt national economic and social service informationization.
The main responsibilities are as follows:
(1) study and draw out the development strategy, guidelines and policy and outline layout of national information industry to rebound electronic and information products, communication and soft ware to speed up the informationization of national economy and social service.
(2) draw out laws and regulations for electronic and information manufacturing, communication and software industries and promulgating administrative statue; responsible for the execution and superintendence of laws.
(3) make overall plans for state public information net ( including local and long-distance telecom net) radio and television net (including cable and wireless net), communication net for special purposes for military and other departments and implementing industrial governing.
(4) organize and enact technology policy, technology system and standard for electronic and information products manufacturing, communication and software industries; enact technology system and standard for radio and television transmission net; responsible for authentication for communication equipment access to network and administration of telecom terminal access to network; guiding the quality control and monitoring of electronic and information products;
(5) responsible for public communication recourses allotting and administration such as radio frequency, satellite orbit location, telecommunication network field code and domain name and address; responsible for the examination and approval of radio station, radio monitoring and superintendence and implementing radio control and coordinating radio interference in line with relative laws to maintain the radio order in air.
(6) implement administration and control to telecom and communication service in line with relative laws and adopting operation license system; examinate and controlling service quality and ensuring fair competence and guaranteeing universal service to safeguard the interests of the State and users; establishing interlink means between various telecom networks and settlement standard and superintending its implementation.
(7) draw out expense policy for telecom and information service and confirming toll standard for basic postage and telecom operation and superintending its implementation.
(8) responsible for the planning, construction and management of Party and governments communication network for special purposes; administrating national communication network monitoring and controlling center and national communication in-out bureau; organizing and coordinating the Party and government communication networks for special purpose and disaster emergency communication networks and other important communication facilities; safeguarding the security of national communication and information.
(9) guide and foster the development of information industry in accordance with industrial policy and technology development policy; guiding the readjustment of industrial structure , product and enterprises structure; guiding state-owned enterprise reshuffle and establishing enterprise group; rational allotting recourses and preventing duplication of similar projects.
(10) promote research and development of electronic and information manufacturing, communication and software; organizing important scientific research and tackle the key research projects and the absorption and innovation of imported technologies to speed up the technology transforming; fostering national industry.
(11) adopt industrial administration to military electronic industry and making proposal to military electronic industry development strategy, guideline and planning to link with the planning of military and National Defence Science and Industry Committees .
(12) research and draw out development planning for national economic informationization and assist the owners to speed up the national important infornationization projects; guiding, coordinate and organize the development and utiliztio of information recourses; guide the commercialization and application of electronic and information technology and informationization popularization education.
(13) organize and guiding the financial collection, payment and allocation and settlement of main postage and telecom enterprises; coordinate the operation relationship between postage and telecom enterprises and organize the subsidies to postage and telecom enterprises for the universal services in accordance with state regulation; according to the management authority to administrate the cadres of institutions and direct under units.
(14) on behalf of the State to join into related international organizations and sign inter-agreements agreements; organize foreign-related economy and technology exchanging and handling the related affairs.
(16) responsible for industrial statistics and information publication.
(17) undertake affairs assigned by the State Council.
