Ministry of Health is one department of State Council in charge of sanitation. Its main responsibilities are as follows: (1) study and draw out laws and regulations and guidelines and policy regarding sanitation; study and putt forward the development planning and strategy purposes on sanitation cause and making out technology and criterion and sanitation standard and superintending its implementation. (2) study and put forward the regional sanitation planning and planning and coordinating the state sanitation recourses allotting on a whole; making out community sanitation service development planning and standard and guiding the implementation of sanitation planning. (3) study and make out rural sanitation and women and children health planning and policy and measures; guiding the implementation of elementary sanitation and health planning and the adopting of special technology for women and children health. (4) put into effect the policy of prevention first and launching nationwide health education. Make out the prevention plan to serious harmful diseases to people; organize comprehensive prevention and cure to serious diseases; issue quarantine infectious disease and monitoring epidemic list. (5) study and make out medical institution reforms; make out the practice standard for medical staff and medical quality standard and service criterion and superintend its implementation. (6) superintend and management the blood station and the blood collection and supply of pure-blood plasma station and quality of clinic blood in accordance with relative laws. (7) study and draw out the development  planning of national key medical science and technology and education ; organize national key medicament scientific research and tackling the key problems; guide the popularization and application of medicinal science and technology production; administrate direct under units. (8) superintend and monitor the prevention of infectious disease and food, occupation, environment, radiation and school hygiene; organizing and making out the management criterion regarding quality of food and cosmetic and responsible for the authentication. (9) make out the development planning regarding sanitation intellectual and professional ethics for sanitation staff, draw out sanitation institutions size standard, standard of qualification authentication for sanitation technology staff and organizing implementation. (10) organize and guide the multi-lateral and bilateral cooperation and exchanges between government and non-government organizations and sanitation aids foreign; organize and attend important sanitation activities proposed by international organizations. Organiz and coordinate exchanges and cooperation on medical and sanitation fields between China and WHO and other international organizations. (11) carry out the policy that Chinese medicine and western medicine are equal important; promote the inheriting and innovation of traditional Chinese medicine science and Chinese medicine to realize traditional Chinese medicine modernization. (12) undertake the agendum of National Patriotic Sanitation Movement Committees. (13) responsible for the medical treatment and health care to the health care objects decided by Central Government Health Care Committees; managing the medical treatment and health care of relative cadres from all departments of central government in accordance with relative regulations. (14)organize and dispatch nationwide sanitation technology forces and assisting local governments and relative departments to carry out emergency treatment to serious and unexpected epidemic situation and diseases to control and prevent the arising and spreading of epidemic and disease. (15) undertake the other affairs assigned by the State Council.
