Ministry of Personnel

Ministry of Personnel represents the institutional organ of State Council to be in charge of human resource management and promote reform of human resource management system.

Its main responsibilities include:

1, Analyze and draw up strategies, policies and drafts of laws and legislation on human resource management; establish scientific and legalized human resource management system and carry out supervision. Research and formulate policy on reposition and assignment due to organization reform.

2, Formulate macro-policy of comprehensive plan, organization adjustment, and payment distribution of personnel working in government organ and public institutions and their payment plan.

3, Manage the organization of special technicians and technician teams; manage advanced special elites plan and training; organize selection of prominent young experts, experts enjoy government special benefits; responsible for the management of foreign experts (returnees included), research to better post-doctor system; responsible for settlement for returnees, job adjustment and related scientific and research expense; manage continuing training of special technicians; research and formulate policy and regulation of Enter-Exit of special technician elites and administration of foreign organization recruiting special technicians in China and ensure the implementation of the policy and regulation.

 4, research and formulate overall plan for personnel management; research and formulate policy and regulation on management of public institution personnel, special technicians, and labors; put title management of special technicians under centralized management; optimize appointment system of special technicians; promote professional certificates system of special technicians; optimize examination system of special technique qualification.

5, optimize governmental employee system; formulate related policy of governmental employee management; direct and coordinate local and departmental implementation.

6, undertake issues of appointment and dismissal of leaders of SOEs monitored by State Council; undertake daily work and other issues assigned by large-scale enterprise central committee; research and direct personnel system reform.

 7, undertake management of inspectors delegated by State Council to key SOEs; research and formulate related regulations and rules; coordinate with related departments to negotiate list of inspectors and delegation plan; responsible for forwarding inspection report to related departments; undertake issues of appointment, dismissal, training, and delegation of special inspectors and assistants; responsible for rewards and punishment system of special inspectors and assistants and ensure its implementation; daily management and supervision of special inspectors.

8, manage human resource plan, development, policy on human resource job-jumping, development and standardizing human resource markets; establish permission system concerning foreign human resource organization entering China; establish and optimize arbitration system; participate in reform and policy-making of graduates employment; propose dictated assigned plan of graduates in great need of and requiring guarantee; undertake selection and redeployment of personnel of state special need; formulate and implement policy and regulation concerning that rural residents become urban residents.

9, research and formulate payment system of government organization, public institution, and embassy employees stationed outside China; research and establish local benefits system; optimize trial position benefits system; research on optimization of retire policy of government personnel and public institution personnel.

10, research and formulate national encouragement system; examine personnel enjoying bonus in the name of state; direct and coordinate government bonus work and inspect activities in the name of State Council.

11, formulate and implement arrangement policy concerning decommissioned military cadres, and training program as well. Establish arrangement policy concerning decommissioned military cadres in accordance with socialist market economic system.

12, direct and coordinate international communication and cooperation related to human resource; undertake implementation of cooperative projects concerning inter-governmental human resource agreement; manage and coordinate with delegates to international organization; undertake coordination international human resource organization directed by Chinese government.

13, responsible for direction, supervision, and coordination of personnel management within government and departments; manage public promotion, scientific and technological research and information within personnel system.

 14, undertake procedures of appointment and dismissal of leaders under direct control of central government.

15, other issues assigned by State Council.
