Ministry of Justice represents the organizational department of State Council in charge of national justice administration, its main responsibilities include:
1, To research on the formulation of guideline, policy and regulations of justice administration. To formulate medium and long term plan and annual work outline of justice administration and supervise its implementation.
2, To direct and supervise the implementation of criminals penalty, and to direct prison management.
3, to direct and supervise labor rehabilitation.
4, To formulate public promotion of legal system and promulgate legal knowledge and ensure its implementation.
5, to direct and supervise lawyers, legal consultants, legal assistance and notarization. To manage consigned notarization of Hong Kong and Macao.
6, To direct local justice administrative organ to handle civil intermediation and judicatory assistant, grass roots justice office and legal service.
7, Commissioned by National people’s Congress and State Council, to participate in the drafting of national laws. To participate in the formulation of laws of Hong Kong, Macao, and Taiwan. To organize human rights research on justice domain. To manage political and law universities under direct control of the central government, referring to law education and law theory research.
8, To organize and participate in the drafting and negotiation of U.N. international justice support treaty and to be responsible for issues related to the implementation of international justice support. To direct the foreign affairs in justice administration system. To undertake mutual operation between corresponding departments of U.N., to organize and participate in international legal symposium and communication concerning human rights, and to launch legal communication and cooperation between governments.
9, To direct planned finance and equipment, such as gun, ammunition, accouterments, and vehicles, in justice administration system.
10, To direct ideological establishment within justice administration system, and to manage human resource of the system. To direct the police affairs and titles award within the system, and to support leaders of local justice bureaus.
11, to undertake other issues assigned by State Council.
