Ministry of Science and Technology represents the organizational department of State Council in charge of science and technology work.

 Its major responsibility includes:

1, To propose the macro-strategy of science and technology development and the guideline, policy and rule of science and technology promoting economy and social development. To ensure the important arrangement and priority domain of science and technology development. To promote the construction of national science and technology creation to improve the ability of national science and technology creation.

 2, to formulate the medium and long term annual plan of civil science and technology.

3, To propose the guideline, policy, and measure of reform of science and technology system. To promote the establishment of scientific and technological creation system suitable to socialist market economy and development rule of science and technology. To direct the reform of regional science and technology system.

4, To research on the measures to increase science and technology input through various channels To optimize the configure of the resource of science and technology. To put the budget and final accounts related to science expense, Three Expense, and foreign affairs expense under centralized management by specified departments.

5, To strengthen fundamental research and formulate policy measures of high-tech development. To formulate and implement important basic research plan, high-tech research development plan, key scientific and technological projects plan, science and technology creation project and social development scientific and technological plan.

 6, To strengthen the development and promotion of high-tech industrialization and applicable technology. To direct transformation of scientific outcome and manage key products of national high-tech. To formulate the guide of Torch Program, Spark Program, and production promotion plan. To manage national high-tech industrial development zone. To promote high-tech exportation and related policy formulation.

7, To participate in the construction plan of national key science and technology projects. To formulate and implement the plan of national key laboratory.

8, To research reasonable configure of scientific and technologic human resource so as to propose related policies concerning the full play of their enthusiasm and the establishment of good environment for their development.

9, To formulate guidelines and policies of foreign scientific and technological cooperation and communication. To be in charge of the scientific and technological cooperation and communication between governments and international organizations. To direct the science & technology organization stationed outside China. To be in charge of the designation and management of science and technology personnel in embassies. To be in charge of science and technology aid from foreign governments and international organizations. To be in charge of the science and technology cooperation and communication of Hong Kong, Macao, and Taiwan.

10, To raise suggestions for the formulation of science and technology law and regulations. To put national science and technology products, premium, confidentiality, market, and copy right protection under centralized management by special departments. To formulate science and technology promotion plans, to implement policy direction and to accelerate the development of agencies of science and technology consultation, bidding and evaluation. To promote the establishment of science and technology service system.

11, To be in charge of the management of science and technology information, statistics, and periodicals. To examine the establishment and adjustment of science and technology research organization.

12, to coordinate science and technology management of departments, provinces, autonomous regions and municipalities.

13, To be in charge of the national science fund committee and science and Technology Daily Press.

14, To manage other issues assigned by national science, technology and education leader team.

15, to undertake other issues assigned by State Council.
