In his theme speech Chen Xuanqing said that "Yangtze River Delta Regional Planning Program" mainly consists of the following eight contents:

First, clear the guide ideologies principles for the regional development of Yangtze River Delta. In the growth of the eastern region's economic strength, promote the rapid rise of the Yangtze River Basin, accelerate the development of the central and western, promote the coordinated development of national and regional, and lead our country to participate fully in the global competition, Yangtze River Delta region will gradually play the central role. The planning stressed that the Yangtze River Delta region should focus on improving the ability of independent innovation, and maintain a faster and better economic development; Change the growth mode, adhering to a new path of industrialization; Practice coordinated development among regions, and further break down administrative barriers; Adhere to Human-centeredness and promote social justice.

Second, the function of Yangtze River Delta region as follows: China’s economic center which with the strongest comprehensive strength, an important international gateway in Asia-Pacific, the global important advanced manufacturing base, and the first area in china which among world-class city agglomeration.

Third, confirm the "one core six zone" overall layout framework of region development, that is, strengthen the development core of Shanghai, optimize and upgrade the development zone along Hu-Ning, Hu-Hang line, key develop the development zone along the Yangtze River and the (Hangzhou) Bay, positively develop the development zone along coastal, cultivate Ning-Hu(Huzhou)-Hang development zone, and guide the development of ecological services zone along lake(Taihu).

Fourth, propose the overall outlook for the development of cities and towns system, focus on the optimization of cities and towns function along Hu-Ning, Hu-Hang line, accelerate the cities and towns’ development along river and (Hangzhou) Bay, extend the cities and towns’ scale along coastal and Ning-Hu (Huzhou)-Hang line, gradually built up a world-class city agglomeration and cities and towns system which use Shanghai as the core and use Nanjing, Hangzhou, Suzhou, Wuxi, Ningbo and other deputy cities as the support.

Fifths, confirm the development pattern of key industries, and highlight those strategic industries with international competitiveness such as the petrochemical, iron and steel, electronic information industry; consolidate and upgrade equipment manufacturing, textile, light industry and tourism, and other traditional advantages pillar industries; Also speed up the development of modern productive service industries and biological medicine, new material and other new industries which plays a leading role.
