First, optimize and upgrade Huning, Shanghai and Hangzhou development zone, the goal is built megapolis region with the world developed level. This development zone mainly include the Shanghai-Nanjing-Hangzhou traffic along area, in accordance with the principle of intensive, innovation and optimization, accelerate the concentration of high-tech industries and the modern service industry development, optimizing the functions of cities, improving the quality of the environment, become a region which drive the upgrade of regional innovation capacity and international level, serve the Yangtze River Delta region and even the development of the country.

Secondly, key build the development zone along the river. According to the plan, counties and cities along the Yangtze River will make full use of the advantage of "Golden Waterway", guide equipment manufacturing, chemical industry, metallurgy, logistics and other industries gather along the Yangtze River; Built basic industrial base and town aggregate zone with distinctive character, scale aggregation, rational layout and Ecological good, and become the core components of the Yangtze River industrial zone which have global influence.

Third, key build the development zone along (Hangzhou) Bay. The counties and cities along Hangzhou Bay rely on the existing industrial base and ports, actively develop high-tech and high value-added manufacturing and processing industries and chemical and heavy industries. The goal of this development zone is to set up a coordinated modern manufacturing zone and town aggregate zone, and lead the development of South Wing of the Yangtze River Delta.

Fourthly, actively develop the coastal development zone, those counties and cities which along the coastline must rely on the maritime port, cultivate and strengthen port logistics, large and heavy chemical industry and energy base, develop comprehensive economic zone with new port industries, marine economy and coordinate with ecological protection.

Fifthly, actively cultivate Ning Hu (Huzhou) Hang development zone, extend the radiation promoting functions from the Yangtze River Delta region to central and western regions. Counties and cities along Ning Hu Hang should fully consider the development capacity and the ecological barrier function of regional resources and environment, select the development pattern and direction which coordinate with ecological economy, focus on the development of high-tech industries, tourism and recreation, modern logistics, Ecological agriculture and resources processing industry, and actively cultivate urban agglomerations, form the new development zone with ecological industrial cluster and orderly development towns.

Sixth, guide the development of along lake (Taihu) ecological services zone, make it become an important national and regional leisure and tourism zone and regional research and development base. Townships surround Taihu must adhere to the principle of ecological priority, under the premise of protecting the function of taihu and it’s coastal important ecological services, appropriately develop tourism, leisure resorts, exhibition, research and development, other services and characteristic ecological agriculture, strictly control land development scale and intensity, highlight the innovation of development theory and the optimization of spatial layout.

According to the plan, the Yangtze River Delta region will also improve other development shaft zone along the road, key build Tai (Taizhou) Xi(Wuxi) Hu (Huzhou) the North-South axis, Tong (Nantong) SU (Suzhou) Jia(Jiaxing) North and South logistics and light industrial economic axis, Hangzhou (Hangzhou) Shao (Shaoxing) Yong (Ningbo) industries and port linkage shaft, Ning (Nanjing) Tong(Nantong) urban aggregation development axis, Shen (Shanghai) SU (Jiangsu) Zhe (Zhejiang), Wan (Anhui) west expansion axis etc, jointly form the overall development of network-like pattern with clear division, rounded function and reasonable level in the Yangtze River Delta region.
