Minister of Commerce Gao Hucheng Attends the Global Trade in Services Summit of the 4th China Beijing International Fair for Trade in Services and Delivers a Speech

On May 28, 2016, the Global Trade in Services Summit of the 4th China Beijing International Fair for Trade in Services was held at China National Convention Center. The Member of Political Bureau of the Central Committee of the Communist Party of China and the Municipal Party Secretary of Beijing Guo Jinlong attended the summit and made the keynote speech. Minister of Commerce Gao Hucheng attended it and made a speech.

Gao pointed out that the world economy witnessed a zigzag recovery in deep adjustment, and the status of the service industry was promoted constantly with its role as the “binder” even more obvious. Trade in services led the products and services of the various countries to better integrate into the global value chain, and has become a main section to gain value added and a booster of the economic growth. The Chinese government attached great importance to the development of trade in services. In recent years, the State Council has issued three documents to support the development of trade in services, service outsourcing and foreign cultural trade, deciding to carry out the innovative development pilot of trade in services in 10 provinces and municipalities such as Tianjin, Shanghai and Shenzhen and 5 National New Districts like Harbin New District, and to optimize supporting policies of trade in services gradually. During the 12th Five-Year Plan, the annual growth rate of China’s trade in services reached 14.5%, twice the world average growth rate. In 2015, the import and export of services amounted to US$ 713 billion, up 14.6% year on year, ranking the second in the world. The development of trade in services played an important role in promoting transformation and upgrading of foreign trade, accelerating economic structure adjustment and bolstering the“Public Entrepreneurship and Mass Innovation”.

Gao said that, China’s service industry enjoyed a comprehensive and rapid development in recent years and the demands for services were increasing constantly. Economic transformation and upgrading were promoted, the traditional industries were transformed and upgraded and demands for importing productive service increased obviously. The residents’ consumption structure was upgraded from material consumption to service consumption. Demands for daily life service like tourism, culture, entertainment and health grew rapidly. During the 13th Five-Year Plan, China’s trade in services will usher in a golden time of comprehensive development. Up to 2020, China’s import and export of services will exceed US$ 1 trillion, creating huge business opportunities for service enterprises all over the world.

Gao emphasized that, China will stick to the development concept of innovation, coordination, to be green, open and sharing, speed up the implementation of the strategy of innovation-driven development, promote a new round of high-level opening up, take service industry as the key point, build a high standard FTA network facing the world, bolster the liberalization and facilitation of trade in services, actively explore the management system that adapts to the innovative development of trade in services, promote the system, policy system and supervision mode, and make efforts to create a legalized, internationalized and facilitative business environment. This is to create favorable conditions for China and other countries to deepen their cooperation in trade in services. The Chinese Ministry of Commerce will further support CIFTIS to promote the marketization, specialization and internationalization level, and make CIFTIS a platform to deepen cooperation, a window to expand the opening up and a stage to lead the innovation.
